But what of U.S. actions in cyberspace? Some have noted that the United States has resisted calls to
strike international agreements barring cyber espionage and was reportedly
responsible for the landmark Stuxnet attack against Iran. The NSA's hacking
tools have also been repurposed for destructive digital attacks. Jeanette
Manfra, assistant secretary for cybersecurity and communications at DHS, said
at the State of the Net conference that the government doesn't make decisions
lightly about the balance between defensive measures and other U.S. goals in
cyberspace. Manfra noted that any U.S. action is "weighed against the
potential negative impact it could have down the road or even immediately with
any collateral damage." She pointed to the recently declassified Vulnerabilities
Equities Process, which dictates when the government reveals software flaws it

DURBIN: "There
is not likely to be a DACA deal, though we're working every single day, on
telephone calls and person to person, to try to reach this bipartisan
agreement. I think we're making real progress. I want to salute the moderates
in both the Republicans and Democratic caucuses in the Senate. They have really
been a positive voice, Democrats and Republicans sitting in the same room
working to try to solve this problem.
