COMMENT PERIOD FOR 'STARTUP VISA' RESCISSION: The public will be able to comment until June 28 on the Trump administration's decision to rescind the Obama-era international entrepreneur rule, according to an announcement in the Federal Register on Tuesday. The program, which would allow certain startup founders to remain in the U.S. for up to five years on "parole," never really got off the ground. USCIS Director Francis Cissna said in an April letter that the administration had yet to approve a parole request. The administration announced Friday it would roll back the regulation. STATES SUE EPA OVER ITS PESTICIDE SAFETY RULE DELAY: New York, California and Maryland on Wednesday sued the EPA for delaying a regulation that would require employers to provide enhanced pesticide training in order to protect farm workers from excessive exposure to the chemicals. In 2015, for the first time in nearly 25 years, the agency updated the Worker Protection Standard by setting a minimum age requirement of 18 for pesticide handlers, as well as application exclusion zones. But near the end of 2017, EPA Administrator Scott Pruitt said the agency would reconsider parts of the Obama-era rule. [POLITICO's Morning Agriculture, May 31, 2018]

HOUSE, SENATE DIFFER ON HOW TO OVERSEE GE SALMON: The Agriculture spending bills being developed in the House and Senate have divergent paths for the regulation of genetically engineered salmon.
The Senate Appropriations Committee advanced on Thursday a bill that includes a provision that would continue a ban on the sale of genetically modified salmon until the FDA finalizes labeling guidelines.
But Rep. David Young attached to the House Agriculture spending bill a provision that would tie disclosure requirements related to genetically engineered salmon and finfish to a USDA rule on the National Bioengineered Food Disclosure Standard. At some point, the two chambers will have to sort out the dueling provisions. [POLITICO's Morning Agriculture, May 29, 2018]


— California wine group backs Trump's case on Canada: California wine producers praised the Trump administration for revving up a WTO case against Canadian wine barriers, Pro Trade's Doug Palmer reports. The action takes on regulations that Canada's British Columbia province adopted in 2015 that requires its wines be sold in the province's grocery stores. When it comes to Carrizo Plain National Monument, we're working to protect more than wildflowers. This special place -- site of 2017's unusual wildflower "super bloom" -- is important to endangered San Joaquin kit foxes, California condors and nature lovers from around the world.
Last month, the Trump administration approved California-based E&B Natural Resources Management Corporation's proposal for a new oil well and pipeline on Carrizo Plain National Monument. It is the first to be approved since 2001 -- and it could spell trouble for the monument and its wildlife.1
Carrizo is perhaps best known for its 2017 wildflower "super bloom," which attracted thousands of nature lovers.2 But there is so much more at stake here.
The noise and disruption of the new rig would threaten important habitat for the incredibly rare San Joaquin kit fox. Reflections from drilling structures could attract rare California condors, risking the loss of birds to toxic waste pits and collisions with drilling structures.3
