Peanut gallery: As expected, congressional Democrats largely panned the blueprint as a giveaway to Wall Street at the expense of cash-strapped states and localities. Liberal activists even staged a protest in downtown Washington Monday where they planned to set up a life-sized "Trump toll" outside the president's eponymous hotel. Another area of critique? Limiting the direct federal spending to $200 billion, which Senate Finance ranking member Ron Wyden (D-Ore.) called "a drop in the bucket compared to the $1.5 trillion Republicans in Congress just spent to slash taxes for multinational corporations and the donor class." Expect that to come up a lot in the next few months, since Dems have argued that reopening the tax code was the best shot to inject millions - or more - into U.S. infrastructure needs. Show me the money: House Transportation Chairman Bill Shuster laid down some markers of his own in a statement: "An infrastructure bill needs to be bipartisan, fiscally responsible, and make real long-term investments in our nation. By addressing the long-term sustainability of the Highway Trust Fund, exploring new ways to invest, and ensuring the fast delivery of projects, we can rebuild and improve our highways, water infrastructure, public buildings, rail transportation, and other infrastructure." The million-dollar question, of course, is this: How do lawmakers expect to cover the costs that effort will entail? And how, exactly, would the fund be "addressed"? A gas tax hike is largely considered DOA, though some members are itching to have that debate out in the open (related: a coalition of nearly 30 fiscally conservative groups sent a letter to lawmakers Monday registering their opposition to a gas tax increase). And Congress is infamous at this point for raiding other accounts across government to cover the Highway Trust Fund's shortfall. How involved are tax-writers going to be in this debate? COME FLY WITH ME: The infrastructure plan looks to curb the FAA's oversight role when it comes to things at airports that aren't "critical airfield infrastructure." Think access road buildings and hangars. It also calls for changes to an existing pilot program for airport privatization to essentially make it easier to qualify in some instances. THAT DREADED 'S' WORD: Morning Money's Ben White talked to economists about the Trump administration's infrastructure push, and survey says: Now may not be the time to infuse that kind of money into the U.S. economy. He writes : "Typically, big infrastructure initiatives are targeted for moments when the economy is struggling and the unemployment rate is high. The concern with Trump's $1.5 trillion plan is that any new infrastructure projects it creates will just move workers from current projects into different ones rather than creating new jobs." Republicans have long said they don't want an infrastructure bill to take on the trappings of the 2009 stimulus passed early in the Obama administration.
