A Child Harmed Becomes an Adult Unable to Cope

REPUBLICAN PARTY

GOP WISHES NAVARRO WOULD'VE 'KEPT HIS BIG MOUTH SHUT': Senate Republicans were increasingly alarmed Monday by the Trump administration's strong condemnation of Canada, particularly Navarro's comments against Trudeau.
Navarro "should have kept his big mouth shut because I don't think that helps us in foreign policy. And frankly I think that's out of line," Senate Finance Chairman Orrin Hatch said, adding that Trump's visit to Quebec for the G-7 meeting "could have been handled a lot better."

A number of Republican lawmakers echoed similar messages: Canada is a U.S. ally, and Navarro's response was unnecessarily harsh. "I'm concerned because Canada has been a reliable ally, a close friend, and one of our biggest trading partners. Now, those of us from Maine are very aware that there have been frictions," said Sen. Susan Collins, who said her state has disputes with Canada over lobsters and other goods. "Those issues deserve attention, but we don't need to alienate Canada in the process." IMMIGRATION

Last week we reached out to you about the devastating policy that is systematically tearing children away from their parents as a deterrent for moving across borders in search of safety and opportunities. We have long known of Donald Trump’s atrocious rhetoric and actions toward immigrants. But now we are learning about the impact and the number of children, 100 of them under the age of 4 years-old, who have been officially separated from their parents.
In one case in Arizona, a 53 week old infant was recently in court without a parent. These are children and families seeking asylum in the U.S. from Central America and Africa―people fleeing violence in their home countries.
ICE agents are putting children into government into private detention centers, where children are abused and traumatized.
The motives of the White House are clear: To punish immigrant families.
In a recent interview with NPR, White House Chief of Staff John Kelly called this policy a “tough deterrent.” But now, the ACLU is suing the U.S. government to reunite these families.
In past administrations, the Office of Refugee Resettlement had been used to assist children who crossed the border on their own. These were children who were often 13 or 14 years old, fleeing violence and poverty. But this new U.S. government policy is unnecessarily turning children―often as young as 6 or 7―into unaccompanied minors.
Immigrant and civil rights groups have said that they have never seen anything like this. This type of policy is causing permanent harm to children and families, in the name of our government.
Donald Trump’s cruelty toward immigrants and people of color knows no bounds. Together we must fight his destructive policies, which directly harm children and families.
Thank you for standing with us and taking action today.

JEFFERSON BEAUREGARD SESSIONS III

Attorney General

Sessions speaks to immigration judges: Attorney General Jeff Sessions will speak today at an annual training conference for immigration judges. The immigration court backlog rose 32 percent since Trump took office and now stands at more than 714,000 cases, according to data released Friday by the Transactional Records Access Clearinghouse at Syracuse University. ENERGY

STALEMATE SEEN AS GOOD NEWS FOR REFINERS: While corn-state Republicans thanked the president last week for squashing proposed changes to the Renewable Fuel Standard that would have sharply increased the number of biofuel credits in the market, experts tell Pro Energy's Eric Wolff that oil refiners are the ones reaping the rewards of the stalled deal.
The dozens of economic hardship waivers already issued by EPA Administrator Scott Pruitt has pushed the cost of those biofuels credits to their lowest levels in five years — and without a biofuel deal, those waivers will stay in place for now, Eric reports.
"No deal allows the EPA to continue to implement actions as they see fit, and those have been benefiting refiners," said Andy Lipow, an oil industry analyst with Lipow Oil Associates. Pruitt's actions "are geared toward helping manufacturing, and the oil industry is just one of the many he's been helping through the deregulation process."

Ethanol producers complain the waivers remove an incentive for oil industry players to develop new infrastructure to increasing fuel blending. [Morning Agriculture, June 11, 2018]

MILESTONE MILES: BNSF will flip the switch this week on positive train control technology over several subdivisions the freight railroad owns — the first time the technology has been implemented on host-owned territory over which Amtrak trains travel, the company will announce today. The rollout will occur on sections of track supporting Amtrak's Southwest Chief and California Zephyr lines, and BNSF expects full activation along its routes by the end of August.

Still plugging away: Meanwhile, Amtrak says it's still plugging away at analyzing routes where host railroads will likely be operating under a PTC extension or have an exemption from the mandate in place to study how it can mitigate risks while still running trains. But the company still maintains it plans to cease service over host-owned tracks where other railroads don't qualify for extensions. A reminder: The vast majority of Amtrak trains operate over rails owned by freight railroads. [POLITICO's Morning Transportation, June 12, 2018]

EDUCATION

— Lorrie Walker, an expert on child passenger safety at Safe Kids Worldwide, said school buses remain one of the safest modes of transportation in the U.S. But the protections that schools and parents have long relied upon aren't as effective when buses roll over or receive side impact. School buses are currently built using "compartmentalization technology," where high-backed seats and other features protect children like an egg carton protects eggs. TRUMP

BREAKING DOWN THE G-7 BREAKDOWN: Trudeau had been handed no easy job as host of this year's G-7 summit, a role that tasked him with trying to persuade the unpredictable U.S. president to embrace a consensus document. For about 90 minutes, it looked like the Canadian leader had succeeded — until Trump left the continent and tweeted that he had "instructed our U.S. reps not to endorse the Communique."
Tensions over trade dominated the summit, which wrapped up Saturday afternoon. In a closed-door meeting Friday, Trump floated the idea of ending all tariffs and trade barriers between the U.S. and its G-7 allies. Right before leaving for Singapore, Trump upped the ante in his press conference with reporters, warning that he could cut off or severely limit trade access to the U.S. if G-7 countries don't cooperate.
"We're the piggybank that everybody is robbing," Trump said. "And that ends."
Daring Trump to follow through: A number of leaders publicly welcomed the proposal but expressed skepticism about whether Trump was really serious. French President Emmanuel Macron switched from French to English in his closing news conference to declare: "Be my guest." But he also sketched out various trade barriers the U.S. currently deploys against the EU and noted Trump has just imposed new ones in the shape of the tariffs on steel and aluminum.
For other European officials, the proposal indicated Trump is fixated on tariffs without taking into account a complex range of regulatory issues and other concerns. In theory, they would love to work with him on ending all tariffs. In reality, they do not think he is serious.

"He comes here in a highly demanding environment, where these people are very skilled," said one senior European official who observed the discussions with Trump. "And he comes here with a simplistic sort of approach that is tailored to the domestic audience." [POLITICO's Morning Trade, June 11, 2018]
